Pursuant to Section 9.3, Sub-section (i) and Section 9.5 of the City's Procedural By-law 21-021, as amended, and Section 239(2), Sub-section (i) and Section 239(3.1) of the Ontario Municipal Act, 2001, as amended, as the subject matter pertains to a trade secret or scientific, technical, commercial, financial or labour relations information, supplied in confidence to the City or local board, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons, or organization; and (a) it is being held for the purposes of educating or training members; and, (b) at the meeting, no member discusses or otherwise deals with any matter in a way that materially advances the business or decision-making of Council or the Committee.
